The Daily News has an I-Team report on the cost of redundancy amongst MTA and its 7 agencies.
What it boils down to is that you have multiple agencies administering different parts of MTA, but they don’t take advantage of their relationship by sharing, say - the same accountants.
In addition, The News raps MTA on the knuckles for having multiple presidents and CTOs, and for giving them a rather generous “housing budget” whether they live near the city or not.

- New York City Transit Authority (NYCTA), and its subsidiary, the Manhattan and Bronx Surface Transit Operating Authority (MaBSTOA), both assigned the popular name MTA New York City Transit.
