'Spokesman' is a job title, 'face of' is not. Haysbert certainly is the face of Allstate insurance, but that's not his job title. They are not exclusionary references. From Wikipedia:

Huh? I always thought he not only was a spokesman for, but indeed the face of, Allstate. We all make gaffes, but that one is on the order of, "Willie Mays, the legendary centerfielder for the Los Angeles Dodgers." Oh well, I'm sure if they wanted him back they could bring him back - twin brother, the guy who was shot was a decoy, or secret government resurrection technology...
